I have received an application

for the same appointment from Mr. L. A. M. Johnston, Post-
-master-General, who points out that he is the senior among
Officers originally appointed as Cadets, has had several
years' experience in the Straits in the Police Court and
as Coroner and that he has also sat as Justice of the Peace
in County Down. Mr. Johnston's official career is detailed
on pages 221 and 222 of the Civil Service List. The
are
emoluments of his present substantive post $4,800 to
$5,400 per annum with Exchange Compensation and £100 from
Imperial Funds.

After full consideration I have
come to the conclusion that in spite of Mr. Johnston having
joined the Eastern Civil Service as a Cadet in the Straits
Settlements nearly two years before Mr. Gompertz,
the
latter's longer aggregate experience of judicial work and
the fact that he has gone to the trouble and expense of
being called to the Bar with a view to qualifying himself
for the judicial side of the Service, give him the greater
claim for the vacant post.
